Bacon Information and Privacy Co-ordinator Central Intelligence Agency Washington, D.C. 20505 psi- ~~f 25X1 12 July, 1982 Since February 24, 1981, I have requested documents (listed in the attached) from the Central Intelligence Agency. On May 11, 1981, you, Mr. Bacon, informed me the Agency's "tasking" was going on. On January 22, 1982, Chris Raider (1-203-351-2156) in the CIA's Information Processing division informed me the "Bay of Pigs" packet was available (56 documents, including 9 I had previously requested. I received it and paid for it. On February 12, 1982, you, Mr. Bacon, informed me that a book Operation Zapata (1981) contained some of the Taylor Committee materials I had requested. In that same letter, you, Mr. Bacon, also informed me that the CIA releases material only in "sanitized form." But, since February 12, 1982, I have received no response whatsoever to my three letters (the last, May 20, 1982). Among the substantive questions I have asked the Agency and the requests I have made of the Agency to which the CIA has not responded are: 1. that my requests have been and are for CIA documents on attests against the life of Fidel Castro (I did not originally request "Bay of Pigs" material). 2. that if only 9 of the 100 documents I requested have been "found," Low was a judgment reached that what I was requesting was "already in the public domain" and therefore not worthy of fee waiver? ?3. that the Agency must Justify "sanitizing" documents with something more than a blanket statement such as "intelligence sources and methods." The I+OIA requires the Agency to specify which exception to the Act it is relying on. One on of the 56 documents in your "Bay of Pigs" packet is marked with such a specific exception. I regret being the person to questiQa your practice, but legally you must follow the Act to the letter. You therefore owe me eWlanations on both the 56 documents and any future "sanitized" docu- ments you release to me. Ma January 22, 1982 through May 20, 1982, I have asked for the results of the Agency's "tasking": no response. On May 20, 1982, I wrote to you, Mr. iacon: I am assuming that you have not, through default and/or non-response, decided to refuse my request. Please respond.
