Dear Sir or Madam:
This is a request for information pursuant to the
Freedom of Information Act, 5 U.S.C. 5552, and Central
Intelligence Agency Regulations, 32 C.F.R. Pt. 1900. Please
make available for inspection and copying the following
records in the custody of the Central Intelligence Agency:
All information on attempts by the U.S.,
U.K., and other western countries to
infiltrate intelligence agents and po-
tential guerrillas into Albania during
the period between the end of World War
II and the death of Stalin in 1953,
including but not limited to those
operations around 1951 apparently
betrayed to the Russians by Kim Philby.
In accordance with the decision in Cuneo v. Schles-
inger, 484 F.2d 1086 (D.C. Cir. 1973), please provide the
following information for any documents alleged to be exempt
under 5 U.S.C. S552(b):
(1) Identify by title, date prepared, origi-
nator, addressee and general subject
matter of contents.
(2) Indicate the subsection(s) of 5 U.S.C.
5552(b) under which the refusal is
allegedly justified.

(3) Provide particularized justifications for
withholding each document(s).
(4) Specify which portions of such document(s)
