I am transmitting to you legislation which would place
the position of Director of Central Intelligence at level I
of the Executive Schedule.
History repeatedly has demonstrated the importance
of intelligence to the security of our nation and to the
successful formulation of foreign policy. The position of
Director of Central Intelligence entails crucial responsi-
bilities in managing the Central Intelligence Agency and the
Intelligence Community. In recognition of the importance of
these responsibilities, I have made the Director of Central
Intelligence a member of my Cabinet. I believe that the
Congress should recognize the key nature of the Director's
position by including this post among those at level I of
the Executive Schedule.
A corollary purpose of this legislation is to move the
Deputy Director of Central Intelligence from level III to
level II of the Executive Schedule. The Deputy Director acts
for the Director during absence or disability, and closely
assists the Director in managing the Central Intelligence
Agency and the Intelligence Community.
I urge the Congress to give this legislation prompt and
favorable attention.
