In light of the evaluation fourteen months ago on the applicant's
language qualifications, it is pretty outrageous that he has been
kicked around so badly. I don't know whether we should hire him or
not but we should certainly have provided him with a decision much
.earlier and not kept the applicant on the hook this long. Bob Gates
