1. This 1978 memorandum on the Soviet strategic planning process and
SALT is very well done. I suggest updating this analysis of SALT and Soviet
weapons planning.
2. It brings out that lack of intelligence and misperceptions about
Soviet strategic planning and weapons development can be more damaging.
than weakness in verification. I suggest that the scope and concept of
this NFAC assessment be incorporated in the current estimate and distributed
in the Community early on so that Defense and other perceptions, some of
which may be more knowledgeable than others, are carried out as, apparently,
were not done in 1978.
