SUBJECT: PFIAB Strategic and Military Task Force Briefing on
Technology Transfer Problem
1. I want input from you and your staff on the counterintelligence
and counterespionage aspects of technical transfer in the SIG(I) exercise
pursuant to the Presidential Directive on this, NSSD 2-82. You'll hear
from Chairman. of the Steering Group, or from 25X1

2. I was interested in your report on briefing the PFIAB Task Force.
I would like to see the examples of each of the modes by which present
technology is lost which Dr. Foster apparently asked you to provide to
his Task Force. Also, whatever analytical judgment you made as to the
relative value of Western technology for each transfer mode.
