HUMINT Collection Capabilities
Responsive to Specific Intelligence
Needs
Attached is the outline plan responding to the
DCI's request of late March.
If this concept is approved it should be
implemented as an integral part of the now existing
OHC/HRC organizational structure and not by adding
a separate new unit. The necessary structure would
generally parallel the NIO, DO and State structures
as well as the reorganized DIA HUMINT structure. It
would call for one substantively qualified profes-
sional for each of six regional areas plus one for
Science and Technology. Including one additional
clerical this would bring the total staff to 16
(11 professionals and 5 clericals . The additional

We could now do capabilities statements in
about three working days but only at substantial
cost to other work. As a long-term preposition I
do not consider this to be an acceptable solution.
