In particular, it would be helpful if the Agency could develop data bases and a ph sical simulation mode e -p-ra,pased p.e, inc u ing both construction and operational problems likely to be_encountered. Various pipeline routes and alternate vendors for the main elements of the project should be spelled out, along with .cost and time scheduling estimates for the pipeline and its construction phases. I understand that "SOVA," the Office of Imagery Analysis, and the Office of Global Intelligence are staffed for this anwix P,1. a . I know that this is a substantial analytic undertaking, but it is one that will be most helpful for continuing policy work.
