This acknowledges receipt of your letter of September 8, 1982, requesting
support for a legislative proposal that would exclude from accountability the
grade of a commissioned officer appointed as Director or Deputy Director of the
Intelligence Community Staff.
As you know, the Senate version of the Uniformed Services Pay Act of 1982
attempts to accomplish this objective using a different approach. On the surface,
I would have to say I find the approach you propose better.
Your interest in this matter is appreciated, and I am sure your views will
be considered by the conferees when they meet on the pay legislation.
