Herewith, I am forwarding for your personal reading the Sumner
1982 issue of Studies in Intelligence (Vol. 26, #2).
As you know, Studies is a Carmunity issuance, published under
the aegis of the Director of Central Intelligence. Founded 26
years ago by Sherman Kent to foster the development of a
literature of Intelligence, Studies is governed by an Editorial
Board drawn from across the Central Intelligence Agency. A member
of the Board for several years, I now serve happily as its
Chairman.
The pages of Studies are open to anyone in the Community. We
hope that you will encourage your people to join with us in pub-
lishing the journal, which enjoys a wide readership throughout the
White House, the Department of State, and the Department of
Defense.
