2. The IG report to D/NFAC w s based on a ten-day

investigation by two inspectors of I I allegation of 25x1
NFAC's suppression of intelligence. tors interviewed
knowledgeable Agency personnel and reviewed some of 25X1
written material in an effort to deter iialfacts of the
-case. In addition to discussions with hnd LA senior 25x1
management, interviews were conducted wi supervisors 25x1
at the OPLA Branch and Division level, inclu ing e Deputy
Division Chief who had been specifically charged with assisting
F o improve his analytical and writing skills. Two other 25x1
NI-AU71SIZ analysts were consulted because they were familiar with
both the substance of the issue that bothere (Cuban/M-19 25x1
connection) and his views thereon. In additi viewing
F draft analytical papers, the inspectors also interviewed 25x1
OPLA ana lyst whose writing skills seminar for new
analysts include To better understand the nature of 25x1
the information avai the Cuban/M-19 connection, they
consulted an informed Operations Directorate officer.
3. The principal judgments of those interviewed were
consistent and, as follows:
-- had difficulty in presenting the results 25X1
of his manner consistent with NFAC standards.

-- His analysis was faulty in that it lacked
objectivity and balance.
-- The early Cuban/M-19 connection lacked the unique
qualities which would accord it special attention by OPLA.
-- Colombia was not of priority policy-related interest
which, in part, accounted for the minimal intelligence
analysis on the M-19 group in the past.
-- Until recently, there was little evidence in
p reporting to justify a serious analytical focus on the
Cuban/M-19 connection.
-- The DO officer's account of the nature and quality
of the information available on the M-19 and its Cuba
connection matched that of the NFAC analysts. The DO
officer's conclusions regarding the information were also
similar to NFAC'S.
4. Tha AC supervisors had cause for concern
regarding his an i a an writing abilities can be observed in
the draft article on the M-19 which he attached to his memorandum
to the DCI.
6. The investigation of complaint led us to
conclude there was no willful f intelligence by OPLA
relating to the M-19 connection.
