Dear Mr. Chairman:
Enclosed you will find revised summaries of 17 CIA documents on OPEC
investments in the United States. The information in the summaries has
been declassified as you requested.
Omitted from the summaries is certain intelligence information that
was classified in the original documents and must remain classified. Some
editing has been done to improve accuracy and clarity.
It is my opinion that these revised summaries reflect the Agency's
analysis of OPEC investments in the U.S. during the period 1974-80 more
clearly than any effort by either of our staffs to date. At the same time,
they do not divulge the specific details which reveal our intelligence
capabilities. I hope that when you examine the summaries you will
arrive at the same conclusion.
