Decisions on Documents for Congressman Rosenthal
Actions Requested:
We recommend that:
1. You personally call Congressman Rosenthal emphasizing
the seriousness with which we have considered his
request and, by drawing on the points below, explaining
that US foreign policy interests and the protection of
intelligence sources and methods dictates that
classification of significant parts of these documents
must be maintained.
2. You sign the attached letter to Congressman Rosenthal
covering transmission of the revised declassification of
the 17 documents.
Background:
On 15 January 1982, the Central Intelligence Agency
delivered to Benjamin Rosenthal, Chairman, Subcommittee on
Commerce, Consumer and Monetary Affairs of the Committee on
Government Operations, 17 CIA documents that had been sanitized
and declassified for public use. Congressman Rosenthal believes
that more information in these documents should be
declassified. On 25 January, you directed the Deputy Directors
for Intelligence and Operations to appoint an ad hoc group of
