SUBJECT : Congressional Presentation
1. Here are the NIC's first draft suggestions. Note that they come in
two portions.
2. The first of these is a draft DCI statement which is purposely aimed
at high-impact: that is, focusing on those subjects which are of key
importance, which dramatize what it is that intelligence can uniquely
contribute to policymaking, and which give opportunity -- through accompanying
graphics -- to illustrate some of our best evidence. This draft is purposely
on the longish side at this juncture; it will be shortened to fit those points
you particularly wish to stress. The drawback of this type of high-impact
presentation is of course that because of time constraints, certain other
subjects have to give, or at least await the question-and-answer portions of
your presentations.
3. The second part of the attached is backup material. This consists of
three types: (1) an alternative DCI presentation which covers more topics, is
more a tour of the horizon, and necessarily has to cut back on portions of the
high-impact items; (2) a few (rough) illustrative samples of graphics
materials; and (3) a few (rough) illustrative samples of fuller backup text on
certain questions.
4. I will enjoy learning your preferences for presenting these
materials, and how the NIC can improve them for your subsequent review.
