(U) Enclosed are three copies of a Federal Bureau , of-Investigation (FBI)memorandum entitled "North Atlantic Treaty Organization, Office of Security," dated September 21, 1982. (U) This memorandum was prepared as a result of a meeting between representatives of the FBI and representatives of the North Atlantic Treaty Organization (NATO), Office of Security (NOS). The meeting was held to discuss NOS counter- intelligence responsibilities, efforts, and investigative problems. It should be noted that the criticism of the Surete de L'Etat, as expressed by the NOS, was somewhat more intense than is expressed in the memorandum. Of particular .note is the fact that the NOS has had difficulty in dealing with Mr. Albert Raes, the head of. Surete de L'Etat.. The Surete de*L'Etat is heavily, involved in monitoring-the traditional squabbles between the French and the Walloons and is severely undermanned.
