SUBJECT: Comments on the OSTP Memorandum, "US Research and Development"
1. Action Requested. Your signature on reply ~ memorandum from Becky N.
Dunlop, Director, Office of Cabinet Affairs. She sent you a copy of an OSTP
paper on US research and development, and asked for your reaction.
2. Background. US research and development is the first of a series of
topics to be addressed by the Cabinet Council on Commerce and Trade. OSTP took
the lead in preparing the issue paper on this topic. The paper examines the
adequacy of US research and development, both Federal and industrial, in
responding to high-technology challenges from abroad. It provides a set of
options to increase Federal support of R&D for consideration by US officials in
preparation of the FY84 budget. From our view, the OSTP report does not develop
an adequate framework for choosing among the. policy options listed. To address
something as important as US Policy on Research and Developrrnnt, the Cabinet
Council should remand the report to OSTP for further work.
