Dear Mr. Menges:
This is to confirm the telephone invitation extended
to you to attend the Secretary's Roundtable on Tuesday
evening, April 13, 1982 at the Heritage Foundation.
In compliance with the clearance rules of your agency,
we are submitting this letter by messenger in the hope
that you can give us a firm acceptance.
The Secretary's Roundtable is off-the-record and will
include approximately 20 people. Brief presentations
will be given by four participants, leaving approximately
two hours open for discussions on Central America and the
Caribbean. It is our hope that you will be one of those
to give a brief presentation on "The Concept of Negotia-
tions in Central America and the Caribbean". Attached
is a tentative list of the other participants.
We hope to see you on the 13th.
