I have received a copy of Dr. Allen's classified memorandum to you of September 15, 1981 on the subject of U.S. withdrawal from the International Institute for Applied Systems Analysis (IIASA). As the Department of State has already been informed, the National Science Foundation does not plan to support the National Academy of Sciences' membership in IIASA beyond 1982 because of budget stringencies and other priorities. Accordingly, we intend to inform the Academy within the next few weeks of this decision and to ask that the IIASA Council be told by mid-November of our withdrawal of support in ample time to meet the IIASA Charter requirement regarding cc:Assistant to the President for National Security Affairs Director, Central Intelligence Agency Director, Office of Science and Technology Policy Director, Office of Management and Budget The Vice President Counsellor to the President lot referred to NSF.
