Financial hardships associated with over-'. seas inflation, the difficulty of finding employment for working spouses, and the increasing physical risks of performing clandestine, intelligence activities have made it more difficult to get officers to.ser:e repeated. tours overseas. The 9 percent pay increase recently granted under the Foreign Set- vice Act of .1980 to members of the Foreign Serv_de--which did not apply to CIA employees-has raised questions of 'equity and has created -morale '25X1 Botli my predecessor and 1, after reviewing a probers of retention of good people, overseas costs, and morale, have come to the conclusion that additional compensation for our people ser.v=_s overseas necessary to achieve our mission. -I have therefore decider to Irplerert in. July of this year, under authority of the CIA Act of 1949, s -pam increase of be- - tw,ween per year (limited by t -he ex sring federal pay 25X1 cap) for CIA personnel while they serve overseas.
