Botli my predecessor and 1, after reviewing a probers of retention
of good people, overseas costs, and morale, have come to the conclusion
that additional compensation for our people ser.v=_s overseas necessary
to achieve our mission. -I have therefore decider to Irplerert in. July of
this year, under authority of the CIA Act of 1949, s -pam increase of be- -
tw,ween per year (limited by t -he ex sring federal pay 25X1
cap) for CIA personnel while they serve overseas. I believe the overseas
pay- adjustment will meet the intended purpose of prc.-iding sa !?able inceri
tives and-'-more importantly--less .disincentives for evsr?seas earvice than.-
the- current -compensation scales. The costs for the- renaiz der c` Fiscal

without the need for additional. appropriations- f 25X1
I and my staff are prepared to. provide You v_th further w_oraaation .
on this matter should you so desire. 25X1
