I mentioned in my letter of 23 September that I would be submitting a
proposal to concerned Congressional committees regarding formalizing premium
pay for Intelligence Community personnel serving overseas. A copy of this
proposal is enclosed.. It has been coordinated with the other Intelligence
Community agencies involved and appropriate consultations were accomplished.
