SUBJECT: Recommendation that you
invite Secretary Shultz to
address SIS officers
Past visits of President Reagan and
Vice President Bush to CIA were helpful in
boosting morale and organizational self-
esteem. I suggest you invite Secretary
Shultz to spend thirty minutes with SIS
officers in the igloo some time in December.
This would provide a further boost and
would undoubtedly tell us a good deal we
don't now know. Attached is a draft letter
to Secretary Shultz if you decide to
implement this idea.
