SUBJECT: SNIE on the Pipeline
1. The latest draft of the SNIE requires the reader to go through
24 pages of history and considerations covered in earlier estimates to arrive
at the solid new material on oil and gas provided in the SOVA document of a
week or so ago. The material on Western European perspectives starting on
page 45 has a post-mortem quality.
2. On page 15 we say that the hard currency value of the full pipeline
to the Soviets in 1990 would be $15 billion--what happened to the table?
An earlier draft said it would be $35 billion, and what happened to your
summary of the combined" consequences of tighter hold on energy requirements
