This note asks for some of your gracious assistance.
The DDCI received the attached letter recently. He does not
plan to respond himself.
I spoke with the author of the letter on 13 April to let him
know that his missive was received and that a response from Public
Affairs would be forthcoming in the next few days, although our
response would not exactly be one of "cooperating" with him.
Please respond to the author, if you would, with your
customary grace and honesty. My sense (from the DDCI) is that we
could fairly send the author a copy of the report entitled "Soviet
Acquisition of Western Technology," a copy of the DDCI's personal
views given at the AAAS meeting in January, and anything else you
might consider useful. I think it would be helpful to the author
if your letter cited the fact that there is a great deal of relevant
information already out in the public domain -- which he doesn't
need our help in finding or acquiring.
If I may help you more, please let me know. I would appreciate
receiving a copy in due course of your response.
