DCI/DDCI-Assigned Tasks -- NIO/NESA continued to provide talking points for the DCI on the Lebanese crisis and the Iran-Iraq war, and he prepared a memorandum for the DCI describing the worst-case view of the Iran-Iraq conflict. -- NIO/Economics prepared talking points for the DCI for the NSC meeting on US-West European relations. II. Other Activities -- NIO/EA testified on Taiwan's military needs before the House Foreign Affairs subcommittee on Asian and Pacific Affairs. He also briefed a delegation of Senate staffers en route to Beijing. -- C/NIC attended a meeting of the Defense Policy Board today. -- C/NIC and VC/NIC discussed Ithe progress and future expansion of NIO contacts -- Acting NIO/USSR-EE attended a session at CSIS on their project concerning the USSR in the 1980s. -- NIO/GPF briefed Gen. Stilwell (DVSD/Policy) on 15 July on the GPF estimates program. Gen. Stilwell showed particular interest in military estimates on the Far East. A similar briefing is being given to Gen. On 14 July 1982 OGC attorneys accompanied DDI analysts who briefed Representative Clement Zablocki, Chairman of the House Committee on Foreign Affairs, and Representatives Jonathan Bingham, Richard Ottinger, and Robert Lagomarsino on the subject of International Atomic Energy Agency Safeguards. This briefing had been offered as a way to provide the Congressmen with relevant intelligence information without providing direct access to DO raw intelligence reports. The briefing was well received and Chairman Zablocki indicated that he is satisfied with the Agency's response. Representatives Bingham and Ottinger are expected to ask Chairman Zablocki to reconsider their request for direct access t documents, but we are hopeful that the matter has been resolved Stanley Sporkin 2LYN 1 Approved For Release 2007/03/07: CIA-RDP83M00914R002900030013-8 UPNr DENT 16 July 1982 DCI WEEKLY REPORT In May 1982 the President's Intelligence Oversight Board (PIOB) requested of the IG copies of several in-house Agency documents relevant to employee conduct. These were provided. In a letter to me this week, Bob Turner, PIOB Counsel, suggested several minor changes and additions to one of these documents. Revision of the regulatory issuance in which Turner is interested has been under way along the lines he suggested. One of his other sugges- tions makes sense and is easily adoptable. The other will be addressed separately. I am so advising Turner. We continue to uncover new material on former Agency contacts with former Department of Defense officials who are of current investigatory interest to Justice. None of these documents are damaging to the Agency; they are, in fact, helpful. OGC will brief Justice on their content. A Approved For Release 200 MR 16 JUL 1982 COMPTROLLER CHECKLIST Overseas..Pay Differential. Forwarded a reprogramming request to Congress to fund the FY 1982 costs of the overseas pay differential. HPSCI and HAC advised that this request would not be acted on until they have an opportunity to review the final study report and resolve any remaining questions. Public Affairs Division Interviews:' On Monday, 19 July, Paul Borel, Editor of CIRA Newsletter, will meet with the DDCI and the General Counsel. Mr. Borel plans to do an article on the DDCI for an upcoming CIRA Newsletter. He wishes to meet with the General Counsel to discuss an advisory group that he understands has been formed by the General Counsel of past Agency General Counsels. It has come to the attention of Public Affairs that I land 25X1 of AFIO have recently been interviewed by John Farmer, . 25X1 a reporter or Newhouse Publications. Farmer's article is expected to feature the second careers of former CIA em to ees. and 25X1 attempted to steer the reporter away 25M1 and toward the rather more distinguished careers o o er more honorable former employees. Girls Nation Visitor: On Friday, 23 July, the Executive Director will meet with a representative of the Girls Nation Program which is sponsored by the American Legion Auxiliary. Public Appearances: On Thursday, 22 July, NIO for Latin America, andl NIC Analytic Group, will attend the first in a series o lectures sponsored by the Center for Strategic and International Studies on the "Future of the Inter-American System, Post-Falklands" at the International Club, Washington, D.C. 2.
