A briefing will be given to the DDCI on 15 July. Directorate for Administration -A contract was signed on 1 July for renovation work in Headquarters for the Compartmentation Control System. Directorate for Operations - No report. Deputy Director for Science and Technology -ORD is working on methodology for assessing the potential capacity for nerve agent production in the Soviet Union. Deputy Director for Intelligence -OGI briefed DoD's Joint Special Operations Command on the Agency-wide integrated data base systems on terrorism. -OSWR briefed the Deputy Assistant Secretary of State for East Asia on a medical screening program for chemical warfare victims. -OSWR chaired the first meeting of the DCI CBW-Use Intelligence Working Group. The first project will focus on issues concerning South East Asian and Afghanistan CBW use. -EURA and SOVA will be briefing Commonwealth representatives on the peace movement in Eastern Europe and its spillover into Western Europe. -OSWR will brief the NSA Science Advisory Board on technology transfer. National Intelligence Council Approved For Release 200fb0 : tT man r0914R002900030014-7 -At State's request, NIO/NESA prepared and distributed a brief interagency assessment on Israel's use of cluster munitions in Lebanon. -NIO/Africa leaves Washington on 13 July for a trip to Egypt and Chad to brief officials of those countries on Libyan activities in Africa. -On 15 July NIO/GPF will brief Generals Stilwell (Deputy Under Secretary of Defense- Policy) and Wickham (Army Vice Chief of Staff) on NIO/GPF projects. Personnel General Counsel -In Black Panther Party (BPP) v. Smith the BPP notified the Supreme Court that it intended to dismiss its case because it had exhausted resources to finance the litigation. The Supreme Court has instructed the Court of Appeals to dismiss the case with prejudice. -See tab for status report on S. 2552 related to attacks on intelligence personnel, which is on the agenda for the Senate Judiciary Committee's next scheduled meeting on 13 July. -DoJ is considering an additional indictment against Edwin Wilson for his role in transporting plastic explosives to Libya. Inspector General -Bill Working, Senator Garn's SSCI staff representative, met with OIG representatives and will return to review 1977 IG materials relating to Wilson-Terpil and others. -Agency representatives briefed Adm. Moorer's PFIAB Committee on budget, financial management and internal audit mechanisms. The Committee was supportive and requested no follow-up action. -An inspection team has completed an inspection of AF Division at Headquarters and has departed to inspect stations and bases in Africa. No major problems other than a shortage of mid-level personnel have emerged. Office of External Affairs -On 16 July several Congressional staffers from the oversight committees and Public Affairs officers from the Departments of Defense and State will visit CIA Headquarters for briefings on security issues.
