JENXS MINORITY STAFF DIRECTOR Dear Mr. Casey: The Committee on Science and Technology has jurisdictional responsibility within the House of Representatives for space science research and development. Soviet efforts in space science, as well as those in China and Eastern European coun- tries, are of particular concern. The Committee's interest includes such sub- jects as manned space programs, possible development of manned reusable space vehicles, laser research, military use of space stations, communications and other satellite applications. Ms. Marcia S. Smith, an employee of the Congressional Research Service, Library of Congress, for the last seven years, is the single specialist assigned by a legislative support agency to provide this Committee with analytical support in this area. Therefore, I would request your assistance in expediting the in- vestigative work required to grant Ms. Smith access to compartmented informa- tion requiring SI, TK, and BYC clearances. I have also requested the support of Dr. George A. Keyworth, Director, Office of Science. and Technology Policy in securing these clearances for Ms. Smith. Your assistance would also be appreciated in arranging facilities, either at your agency, NASA, DIA, or the Executive Office of the President, where Ms. Smith can study appropriate documents or receive briefings as necessary. Such an ar- rangement will assure maximum control of documents without the need to transfer material either to the Committee or to CRS.
