We received a draft of the subject issue paper late yesterday and have attempted to deal with it as best we could in the short time available. As you know, it is an extremely complex issue involving ourselves, the IHC, and potential users if such a Communitywide Bibliographic and Document Storage and Retrieval System were to be implemented. (U) 2. Our short review of this issue paper raises some immediate concerns: a. While this is represented within certain alternatives as a CIA proposal, it appears to be a significant modifica- tion of what was proposed last January by the CIA Member of the IUC. Given the substantial investment involved, I think that all of the IHC members should have an opportunity to study and evaluate the preliminary findings of the Analyst Support Task Force before acting on its conclusions. b. Some of the alternatives discussed would affect complex systems development already in train, such as that of SAFE and CAMS. SAFE is a joint CIA/DIA system to support the production analyst and cannot be easily transformed into a Community biographic and document retrieval system. Any introduction of a major new requirement such as this could jeopardize the whole project. c. In the time available to us, we cannot substantiate the resources allegedly required to support various alter- natives--positions, funds, and space requirements. (U) 3. In summary, my feeling is that it would be premature to consider funding this system pending completion of validation of the Community's requirements, and proper vetting through the IHC.
