1. I have reviewed your suggested proposal to the Intelligence
Information Handling Committee (IHC) and am in general agreement
with the idea. I have also reviewed Harry Eisenbeiss' 20 December
1978 memorandum to Sayre Stevens and Dr. Steven's response.
2. I would offer two suggestions: one, that we restate the
funding paragraph of your proposal--I have attached language that
I think can be used by the IHC for their initial review; and two,
that you, Harry Eisenbeiss, and I brief the DDCI on this proposal
before you formally submit it to the INC. Would you please arrange
this? Twenty minutes should probably suffice.

Proposed Funding Statement
6. Fundin : There are no resources in the CIA Program for
enhancement of our bibliographic index and document storage and
retrieval capabilities beyond our immediate needs. If, after its
study, the IHC validates a requirement to provide RECON and/or
ADSTAR capabilities to other Community agencies and tasks CIA
with the development, implementation, operation, and/or maintenance
of these enhancements, then the IHC and the Resource Management
Staff will have to identify the necessary resources. The resources
required to expand and upgrade the existing system to serve the
needs of other Community agencies should be provided by those
agencies.
