1. The referenced memorandum (attached) details the process
by which a team from the Surveys and Investigations (S&I) Staff o the
House Appropriations Committee will conduct a review of the Agency's
covert action programs and the Reserve tor Contingencies for the
period 1976 to the present. (S)
2. The team consists of two S&I staffers who have already
been badged and been given permission to request documents from
Agency components. I have been designated the DDA focal point
for controlling correspondence between the S&I team and the
offices of the DDA. I will forward requests to you as soon as
I receive them. All responses to the S&I team should be sent
via Chief, Management Staff, DDA. (U)

SUBJECT HAC Surveys and Investigations (S&I) Staff Review of
the Agency's CA Programs and the Reserve (S)
1. As you may be aware, the House Appropriations Committee has directed
its Surveys and Investigations Staff to conduct a review of the Agency's
covert action programs and the Reserve for Contingencies for the period
1976 to the present. A similar team investigated the Reserve for Contin-
gencies in 1976. We have been informed by Chuck Haynes and Jim Berthay,
the two S&I Team staffers, that the study will take about five months
and will cover the following:
a. The extent to which the Agency uses the Reserve to
augment line items in its regular budget;
b. The process by which the Agency requested the 1980
budget supplemental and 1981 budget amendment;
c. An assessment of alternative sources of funding
such as the State Department or foreign assistance;
d. The cost effectiveness of programs funded by
Reserve releases;
e. Compliance with directives ordered in the Surveys
and Investigations Staff report of four years ago on
the Reserve;
f. A determination of whether the 1980/1981 experience
with the Reserve is a preview of things to come; and
g. The accuracy and completeness of the budget presenta-
tions and testimony on covert action and the Reserve. (S)
2. The study will likely involve all components who received Reserve
releases since 1976 as well as components involved in covert action or
financial arrangements associated with covert action or the Reserve (e.g.,
Finance, Logistics, CA Staff). (S)

3. Mr. Haynes and Mr. Berthay have been provided No Escort badges and
given permission to request documents from Agency components. In view of
the sensitivity of the subject area, it is imperative that focal points
be established to insure coordination of data, control of materials
provided to the S&I Team, and a central file of copies of all information
they receive. Because of the large amounts of data expected to be requested
from the DDO and the Comptroller's office,

as coordinators tor this data. All components other than the DDO should
25X1A coordinate with before transmittal of any documents to the
team and provide him with copies of any documents given. (S)
4. Each directorate is requested to name an individual responsible
25X1A for S&I Team requests and inform of this designation by
Wednesday, 5 November. (U)
