Based upon your definition of a hard unfunded requirement as an action or a payment that must be accomplished-- without option, ODP has two unfunded/underfunded requirements that will become hard in 1982. It should be noted that these requirements would have beer funded by ODP in 1981 if our budget had not been reduced $500K as mart of assessment applied to the DDA. These requirements are: SYSTEMS PROGRAMMING CONTRACTUAL SUPPORT - There is a 1981 requirement to provide contractual expertise for highly complex and sophisticated system software. This includes support required for Conversation Access Method (CAM) terminals software enharcernents and GINS system software support and enhancements. As a result of the 3500K reduction in the 1981 ODP budget, only 3225K of this $625K requirement is funded, which leaves an underfunded balance of $400K. The reduction or loss of these activities would delay the implementation of the new ODP Delta Data terminal, impact both day-to-day CIMS and CAM user support and GIMS enhancements for CAMS II development--all required in 1981. Funding will be required In the first quarter of fiscal year 1981. (U) ACCESS CONTROL SYSTEMS SOFTWARE PACKAGE - The Access Control System ACF2) provides software security for disk and tape storage data bases, projafr validation, and access controls for data in both ODP eomauter centers. This software package is being purchased after a lease of one year in which there was extensive testing on one computer system. A separate copy of ACF2 is required in 1981 for each computer system at a total coat of S87U, which is unfunded. If this software security package is not obtained, ODP will not be able to meet ISSG data security rfinuirerments anti the overall security of data accessed in the ior':nuuter centers will not be improved. In addition to the --eauirements stated above, ODP has a number of requirements which do not quite meet your definition of hard unfunded, but nevertheless are requirements which we feel committed to support. These requirements ares terminals for CLASS A stations; new high q,.iplity TEMPEST-secure printers for all users; standard terminals for the DDO; upgrades for computer systems supporting the OP-PPM PFRINSUR project, TADS, and the DDO; and contract instructors to 3:pplement our staff instructors. These unfunded requirements mount to $1.5 million (C) 3. As was the case in Fiscal Year 1980, we will enter Fiscal Year 1981 with a significant number of important unfunded or underfunded budget requirements. As difficult as 1980 was, 1981 will probably be more difficult, budgetwise. The Comptroller was unable to fund some $2 million of our "hard" 1980 unfunded needs. I expect the 1981 total to be at least as high. (U) 2. In the face of this I believe it prudent to sensitize the Comptroller and our own senior managers to the cumulative effect--Directoratewide--of our =.981 budget dilemma. To facilitate this, please provide the following information so that we can aggregate and format it for review: a.
