increasingly concerned about and involved in planning for the

very logical next step. Our thinking is that an ODP careerist,
at say the GS-13 level, would be full and gainfully employed
STATING such an assignment, of your Division D/Applica-
tions, after looking at our situation, endorses this point of
view.
2. The communications and data-handling problems of this
Office are significant and are costing the Agency dearly in
terms of clearance processing time. I am determined to develop
appropriate solutions, and my planning staff is quite convinced
that your office can be of invaluable assistance in this endeavor.
3. I feel sure that we can work out the details on a
