SUBJECT: ODP Rej?crt for Week Ending 6 February 1980 (U)
ODP Manaciement Conference (U)
D/ODP and his deputies held a management conference with
ODP Division and senior Staff Chiefs at from 25X1A
3-6 February 1980. The primary agenda topics were personnel
management and career development. D/ODP kicked off the
conference by briefing the group on BXCOM decisions related
to the NAPA Report recormendations and their probable impact
on ODP. This was folio';td by presentations by Division
Chiefs in which they discussed personnel management issues
of concern to them and their people. After identifying areas
of common concern, the Division Chiefs returned to Head-
quarters on 5 February. D/ODP, his deputies, and senior
staff remained until 6 i4bruary to draft the outline of a
career development program to be developed by the major com-
ponents of CDP. Bveryor,t agreed that the conference was a
useful first step in coupe olidating and articulating ODP's

4C - Community-wi=3. Computer Assisted Compartmentation
Control System. The 4C project kickoff meeting on 30 Jan-
uary, called by the I`r Special Assistant for Compartmenta-
tion, was attended by rc resentatives of ODP, OC, 0/COMP, and
RHS/IRO. OS, was asst nod responsibility
as 4C requirements props>ve-nt, and , QDP,, was 25X1A

was chosen to provide cc municatioris and COMSEC assistance
and guidance. Funds for 4C remain with PI-IS until more ap-
