MEMORANDUM FOR: All Participants in 29th ORACLE Management
Meeting
SUBJECT Release 1 Cost and Schedule Considerations
1. During the 29 August meeting, scheduled for 1000 in
2E23, with I feel that OJCS should have an Office
position on ow to implement the Release 1 ORACLE System.
Included in this memorandum are items that I feel should be
considered.
2. VM Implementation Schedule - Very little work on
the VM design has been accomplished during the past four or
five months. Most all effort has gone into the batch
interface. During my last visit to - they felt that the
earliest they could start VM implementation was March 75 with
current manpower. I told them this was unsatisfactory.

He is doing the main imp ementation of the batch interface now
and wants to wait until that is complete before they
start on VM.
My position is that can not add new people at this
time who will be able to get the VM interface accomplished
much faster, and there is no real requirement for the VM
interface in April. If we have to decide, I think we should
allow - to start when they want and with whom they want
and insure us of the schedule impact. If we force them to
speed up the VM interface now, it will just slip the batch
interface - there is a limited amount of work that can be
accomplished by a limited number of people.
3. Personnel - - is currently three under what
they think they should be and possibly four or five under
what they really should be. They are interviewing many
people, but are much like SED in that they are not finding
the exact types they want. The people they have are
excellent. SED currently has working
almost full time on the project. Most of the OS/MVT interface
is delivered. The rest, mods to OPEN and CLOSE, will be
delivered in September. It appears that ASP 3.1 is going to
slip enough so that we won't want to test it in November.

This will mean that work will continue lonqer than
expected, but probably not at the same intensity.
and the VM interface will depend on the - schedules. If
- does not start.the interface until March, it is probably
unwise to have Eric continue his portion of the VM interface
until starts up again.
4. Hardware Schedules - - may feel that they can
not get the hardware finished in time to ship in December.
The tape dubbing feature, (required for dispersal and tape to
tape copy) can not be tested until two data channels are
com lete and this is in September sometime. I have informed
that any further delays in the shipment schedule must
result in a program slip, i.e., if shipment slips into late
January, the program slips into May. I feel that the real
schedule problem is and always will be software, but
may not want to admit this.

5. Software Problems -- will claim that the current STATINTL
software in Release 1 is much larger than any of us ever STATINTL
realized. I think that it is not. - might not have realized
the size, but I think some of us did. The current-design does
not have anything that the proposal or RFP did not call for. The
security profile system is somewhat more work than the original
proposal, but security was the number one item in the RFP. The
original proposal called for the directory to be much like the
OS catalog, and we requested a change to a directory using a
hashing technique. I do not believe that the amount of work
to implement either one is much different, but I am sure that
feels there is more work involved. STATINTL
I feel that we are developing a very large system and
as such there is a lot of work that has to be accomplished. Most
of what we are doing is essential to install an operational
system, and is not very exotic.
6. Summary - OJCS needs to decide on the impact of a one
to two month slip in the program due to VM, or hardware slips
at the end. OJCS needs to make trade-offs involving
personnel in SED between now and July 75. OJCS needs to con-
vince itself that is where they say they are and that they
can get to where they sa the are going. The 29 August meeting
is the time to do that. responds much better to manage-
ment than they do to members of the MSSB. If proposes

any cost or schedule changes, OJCS management must satisfy
themselves that the changes are valid and what to do if
they are not. Any suggestions for the meeting format or
content should be sent or phoned to me as soon as
possible.

I. INTRODUCTION/SUMMARY
This is the TMS 2 Monthly Technical Progress Report for
July 1974.
Four (4) customer review meetings were held at in
July, as follows:
1) Completion of Annual Review carryover from June 29
through July 5, 1974. Major events and action items
of the review are discussed further in Section II
below"and Attachment 1 respectively.
2) Deputy Chief OJCS for a TMS 2 Project
Review, July 10, 1974.
3) Installation/Facilities Conference TMS 2, Room 1D1605,
Air Compressor and Vacuum Blower System, July 25, 1974.
System Specification, Pre-Shipment Acceptance Test
Document and Open Contract Changes Review, July 30
through August 6, 1974.
The installation of the prototype TMS System at STATINTL
Corporate Computer Center has been rescheduled from the week of
August 5th to the week of August 26th, based on:
1) Best current information on completion of facilities
preparation in , and
2) Hardware and software integration of the first half of
the TMS 2 Initial System at STATINTL
II. SOFTWARE
The annual review was held June 29th through July 3rd at
STATINTL the facility. The status of the software development
was presen e anc the Release 1 software requirements were discussed
with the Agency representatives. It was agreed among all parties that
a TMS 2 System Specification in addition to a Release 1 Software
Specification was needed. The content of the System Specification
was agreed upon during the meeting and work was started on a draft of
the System Specification during July for review with Agency repre-
sentatives during the last week in July.
Since the annual review, JOBEXEC, DMS, and SCPOS have been
integrated and are ready for the August 5th integration with SCP2.
SCP2 (DFT) and EDCP have encountered some problems and are behind
schedule for the August 5th integration.

TDIO, TDIF, DFT, JOBEXEC, DMS, SCPOS Coding Conventions,
SAVREQ, RESREQ, ENQ/DEQ, EDV, Core Management, WDP, WTD/WTDR,
SCPOS Error Processing and.Dumps, I/O and EDIF Handlers, and
IPL design have been documented and edited and are in for typing.
JOBEXEC, DMS, and SCPOS Error Processing and Dumps documentation
will be distributed next month.
III. HARDWARE
Hardware completion and
Initial System is as follows:

1) First Half
Stand-alone and integrated checkout of the Dual
Transport Module, Transport Driver and Data Channel
are complete except for the Data Interface Buffer
of the Data Channel which is scheduled for early
August completion. Subassembly shortages are down
to about 10 items which are not expected to impact
checkout activities.
Second Half
TMS Department checkout of Dual Transport Module #2
and Transport Driver #2 are approximately 50% and
60% complete respectively. Final assembly of Data
Channel #2 is in process in Manufacturing. The
equipment was delayed due to a shortage of several
PC cards and:in process manufacturing rework to
correct errors discovered by TMS Dept. in checkout of
Data Channel #l. Completion and delivery of the Data
Channel,#2? TMS is scheduled for mid-August 1974 with
no impact on final delivery schedule.
1) First Half
a) EDCP - DEC equipment, less the DA11B interface
units and the TCIF has been checked out complete
with'-an interim configuration CHSIM. Completion
of the deliverable TCIF has been delayed for
numerous backplane wiring errors which are cur-
rently being debugged. This is the pacing item
in completion of the first half of the Initial
System which is targeted for completion prior to
the prototype equipment move to

SCP - DEC equipment, less the DA11B interface
units, prototype TDIF (less display panel) and
interim configuration channel simulator are
checked out complete. The TDIF LED manual
control panel design has been completed and
will be backfitted in completed units.

Second Half
a) EDCP - TCIF wire wrap cards in rework scheduled
for completion and testing in September. A
final configuration CHSIM for this unit is
scheduled for delivery to during the week
of August 26th.
SCP - TDIF cards are built and checked out and
fitting with display panel is under way. CHSIM
for this equipment is scheduled for early
September.

IV. MANUFACTURING Second Increment Hardware and Initial
System Spares
Purchase Orders have been placed for approximately 90% of
the required hardware. Balance of orders are in process. Of the
four (4) long lead items previously discussed as returned for
engineering review, one (1) has been redesigned and released for
procurement. The remaining three (3) items are in process of
redesign to specify an item with better delivery.
V. SCHEDULES
Based on the discussion in Item III above, it is apparent
that progress on the first half of the Initial System is well
along and should be functionally complete by mid-August. This
will enable hardware and software development to continue in
when the Prototype System is installed in the -STATINTL
during the week of August 26th.

VI. PROBLEMS
Based on preliminary information, it appears that the dual
density 3330 disk units to be used by the Agency could have a
TMS 2 program impact. The technique for achieving dual density
implemented by Control Data appears to be based on two logical
disks per physical disk. The technique for achieving dual density
in the Control Data disks is not compatible with origina`ITATINTL
understandings and cannot be supported without additions develop-
ment.
