1. Questions posed to the Agency by the Senate Select
Committee were attached to the reference. Questions designated
A-38 and A-41 pertained to the Office of Data Processing and
are attached along with the ODP response. Please note the
questions are answered from an ODP viewpoint and not necessarily
from an Agency viewpoint.
2. The question designated B-4 pertains to SAPS and will
be answered by DDI personnel. Answers to the sutquestions
relating to ODP activities will be included in the DDI r~1
in order to keep the set of subquestions and answers tog'

as3er A central computer service serving t Agency-
wide needs is operated and managed by the
office of Data Processing (UDP). Applications
programs are developed by ODP programmers
in response to requests by user offices, by
personnel in customer offices, or by contractor
personnel. User offices obtain the services
of the central facility by s'uh:tiitting a formal
request describing the support they need.
Subsequently, ODP personnel prepare a feasi-
bility study and project proposal for the
approval by the request, ing office before
commencing work on the project. ?SDP Control
Officers have been designated within the
various TAgency using CK9TT?"aCtnen to monitor
and coordinate ADP requirements supporting
their offices.
The ODP central computer service adheres to
Federal Property Vulanagement regulations (FPMR)
promulgated by the General Services d~ .ministra-
tion (GSA) and where a-to
Federal Information Processing Systems Standards
(FIPS) promulgated by tie National Bureau of
Standards for govorit step tide use. We also
participate in the Federal Software Exchange
program managed by GSA and in other software
exchange programs. A Generalized Information
'1anagement System, named -IA S, was developed for
the Agency by W and is being used by other
government agencies. These are examples that
enable us to write requirements for standard
interfaces to other Federal systems and to
take advantage of software that may be avail-
able elsewhere within the Federal. Government.
Where standard interfaces do not apply,
we seek joint agree ,eat with tae other agencies
on interface specifications between our
system and the non-CIA systems. For
example the OMIREX Automated =ianagement
System (CAMS) interfaces with several
other systems using jointly agreed
specifications.

under its control. The plan is current
being updated.

Question A-41: What is the justification for the two new
360/168 IBM computers proposed in your
FY 1978 budget?
Answer One of the IBM 370/168 computers (or
equivalent) projected for acquisition
in FY 1970 is part of the Office of
Data Processing (ODP) Five-Year Plan
and is essential to maintain an acceptable
level of availability and reliability
of central computer services. Specifically,
it will be employed by users of the ODF
batch and interactive facilities to
process programs that cover the spectrum
of computer applications, such as,
financial, logistical, medical, scientific,
etc.
The other major computer programmed for
acquisition in FY 1978 is to provide
increased capacity to handle the Deputy
Directorate of Operations (DDO) on-line
Special Trace and Retrieval (STAR) systes:i
and other applications under development
by DDO personnel. After installation
of this computer, the plan is to shift
an IBM 370/158 computer from STAR to
support the on-line COMI .X Automated
Management System (CAMS) production load
which is now processed on an IBM 360/65
computer.
