1. Please pass the attached to Chief, R&D
Planning Staff, DDS&T, as ODP's response to the
referenced memorandum.
2. As you know, ODP has been in close contact
with ORD for the past few years on RD&E projects
related to ADP. I receive a quarterly briefing
from ORD on the status of these projects, and many
of my people work closely with ORD project managers
as these projects develop. I believe we have a
good working relationship with DDS&T on RD&E projects
in the ADP area, and welcome this oonortun rty to
provide our input once more.

ADP Problem Areas Foreseen by ODP
Planning for computer-related research and development
is often hampered by the rapid change in technology. For
this reason, our research objectives tend to be directed
towards the shorter term. ODP maintains an excellent
relationship with the office of Research and Development,
and we are enthusiastic participants in the fiscal year
planning exercises run by ORD. Through this mechanism,
we have indicated our continuing interest in several broad
areas relating to computers, including distributed computing,
data communications, data base management, computer terminals,
text searching, computers security, and advanced technology.
Through discussions with senior ODP management, we
have established several areas of significant long range
interest:
? Distributed Computing - we will request assistance
from ORD in understanding effective mechanisms for
utilizing small-scale and special purpose processors
integrated with our central computing resources.
? Data Communications - we will want to explore the
potential application of new communications techno-
logy, such as fiber optics, for digital and image
transmission.
? Data Base Management - we require exploration into
future software and hardware technology for data
base management, with an emphasis on large file
storage and retrieval.
? Analytical Methodology - we expect to sponsor
research directed towards analytical means of
processing the large data files associated with
the SAFE system to enhance the intelligence value
of the data.
? Future Technology - we will continue to utilize ORD
to help us stay abreast of burgeoning computer
technology. Of particular value would be techniques
for developing accurate technology forcasting and
determining cost and performance trends for computing
equipment and peripherals.
? Advanced Terminals - we would like to see some ex-
ploration directed towards the development of low
cost intelligent terminals, with emphasis on terminal
display and memory technology.

? Word Processing - the integration of future word
processing facilities with the ODP general and
SAFE computing facilities has been identified as
an. area of future research involvement.

SUBJECT: FY-80 RD&E Program
(C) Sased on the planning inputs expected from you
within the next few days concerning the RD&E program, I plan
to provide guidance about the FY-80 RD&E Program to the
appropriate Office Directors during the first part of October.
I have asked the Office Directors to provide descriptions of
their proposed projects to your staff by about Thanksgiving.
Your review and prioritization of the proposed projects
before Christmas would be very helpful. After consolidation
of all the RD&E proposals I will coordinate the results with
you. This coordinaticn will occur sometime early next year
when the schedule for the budget activities is firmly established.

1. (A/TUO) The formulation of the next cycle of the RD&E program
could be m. re responsive to your needs if we had descriptions of the
problem areas you foresee occuring 5 to 7 years from now. This is the
average length of time required for programming and development. While
the descriptions may be somewhat general at this point in time they
should be based on realistic options that you are considering for that
time period.
2. (A/IUO) Any other comments that provide guidance would be
appreciated. An input from you during the month of September is desireable
so that the DDS9T can give guidance to its offices in order that they might
propose R&D programs responsive to your out ear needs. If I can be of
