May, Jr. Director of Data Processing SUBJECT: TADS Terminal Procurement 1. On 2 August 1977 I met with Mr. Richard Hineman, Director of Weapons Intelligence, and members of his staff to discuss possible options in response to the Director's disapproval of our re uest to procure additional TADS soft- ware and terminals i told Mr. (lineman that, after having reviewed all possible options and facts in this case, I did not feel we had a strong enough case to appeal the Director's disapproval. The only real problem created by the Director's disapproval was the possible loss of $845K in FY-77 funds in the TADS program. I pointed out that it would be possible for ODP to reprogram the TADS money and use it for advance payment against ODP's computer time.- payment-plan. It would then be possible to reprogram $845K in FY--78 from the ODP budget for computer purchases to the TADS program for the terminal purchase. This would give us the opportunity to initiate the procurement action in November 1977 or later, when testing of the initial terminal models will be more complete. 2. Mr. Hineman and members of his staff agreed to the course of action I proposed and indicated that a delay of several months in purchasing the TADS terminals, as proposed, would not cause any serious problems to OWI. However, 11r. Hineman was concerned that he had no guarantee that the money for procurement of terminals would be available in FY-78. I assured him that the money would be available from the ODP budget and we had received verbal assurances from the Comp- troller's staff that they would allow it to be reprogrammed as proposed. Concern was then expressed regarding whether we would be forced to go the competitive procurement route in November er, or whether the freeze on doing business be lifted by that time.
