Associate Director for ADP Standards
Subject: Prepublication Announcement for DATA ENCRYPTION STANDARD,
FIPS PUB 46
On November 23rd, the Secretary of Commerce approved the Data Encryption
Standard as FIPS 46. This standard is for use by Federal departments and
agencies for the cryptographic protection of computer data and specifies
an encryption algorithm to be implemented in an electronic device for use
in Federal ADP systems and networks. The algorithm uniquely defines the
mathematical steps required to transform computer data into a cryptographic
cipher and also specifies the steps required to transform the cipher back
to its original form. This standard applies to all Federal ADP systems
and associated telecommunications networks under development as well as
to installed systems when it is determined that cryptographic protection
is required.
This publication has already been sent to GPO for printing. It is our intent
that it become available for distribution on or about February 15, 1977.
Because this early publication date al-lows for only a very short prepublica-
tion ordering period, we urge you to take immediate action to determine the
copy requirements for your agency and see that your prepublication orders
are placed in accordance with the instructions provided below.
In order for your agency to take advantage of the "rider requisition" price
and receive your copies at a reduced cost and directly from GPO as soon as
they are printed, your printing and binding requisition (GPO Standard Form
No. 1) should be processed immediately and must be received by GPO by no
later than January 10, 1977.
The title, SD Catalog Number, approximate cost, and Commerce Requisition
Number should be listed as follows:
FIPS PUB 46 (C13.52:46), DATA ENCRYPTION STANDARD, Approx. Cost $.40
a copy, Commerce Requisition Number 420.
After the initial printing and distribution of this FIPS PUB, all subsequent

Springfield, Virginia 22161. For additional information regarding this
