Sovereignty Issue
Shanghai Communique, 27 Feb 72
The United States acknowledges that all Chinese on either side of the
Taiwan Strait maintain there is but one China and that Taiwan is part of
China. The United States Government does not challenge that position.
Normalization Communique, 15 Dec 78
The United States recognizes the Government of the People's Republic of
China as the sole legal government of China.
The Government of the United States of America acknowledges the Chinese
position that there is but one China and Taiwan is part of China.
President Reagan's Letter to Deng Xiaoping, 6 Apr 82
The United States firmly adheres to the position agreed upon in the joint
communique on the establishment of diplomatic relations between the United
States and China. There is only one China. We will not permit the unofficial
relations between the American people and the people of Taiwan to weaken our
commitment to this principle.

In the Joint Communique on the Establishment of Diplomatic Relations between
the United States of America and the People's Republic of China on January 1,
1979, the United States of America recognized that the Government of the
People's Republic of China is the sole legal Government of China and
acknowledged the Chinese position that Taiwan is a part of China. The two
sides agreed, within that context, that the people of the United States would
continue to maintain cultural, commercial and other unofficial relations with
the people of Taiwan.

The United States Government, in reiterating all the foregoing positions -
wishes to make clear that it has no desire or intention to infringe on Chinese
sovereignty or territorial integrity or to pursue a policy of "two Chinas"

The question of Taiwan is China's internal affair. The United States
government reiterates . that it has no intention of infringing on Chinese
sovereignty and interferring in China's internal affairs or pursuing a policy
of "two China" or "one China, one Taiwan."
