SUBJECT: Your Meeting with Imelda Marcos
1. The peripatetic Imelda arrived again without warning. Some of her
party even lacked US visas. State was given no reason for the sudden visit
but surmises that Imelda wants to establish herself as the key member of
the Marcos government charged with preparing for the September State visit
of her husband. The visit was so sudden that even her brother, the newly
arrived Philippine Ambassador in Washington, did not know about it.
2. Mrs. Marcos is meeting with Vice President Bush late this
morning. Bush's staff has no information on what she wants to discuss. I
will check with them around noon to find out if anything transpired in the
meeting with the Vice President that you should know about.
3. There are four attachments which you sfiould read if you have
time. Attachment A is a recent DDI assessment of Imelda's political
role. Attachment B is the Key Judgment section of an assessment on the
Philippine insurgency. Attachment C is the Key Judgment section of a paper
on the Philippine foreign debt. Attachment D is a paper describing
Imelda's recent travels.
