There is considerable confusion both within CIA and among
companion agencies within the Intelligence Community concerning the
collection of narcotics intelligence that directly or indirectly
identifies a US person. In an effort to disspell this confusion it
would b helpful if OGC could prepare L1* cablel STAT
noting appropriate TAT
portions of EO 12333 as well as implementing procedures. Some final
paragraphs can further interpret the procedures in the practical
terms it may be necessary for case officers to use.
