Approved For Release 2007/04/195,3RDP83T00951R000100130021-0 THE DIRECTOR OF CENTRAL INTELLIGENCE 12 October 1982 .National Intelligence Council MEMORANDUM FOR: Director, Office of External Affairs THROUGH . Chairman, National Intelligence Council FROM . David D. Gries National Intelligence Officer for Narcotics SUBJECT : Discussions on Narcotics with Chief Counsel, House Select Committee on Narcotics Abuse and Control 1. Patrick L. Carpentier. Chief Counsel. House Select Committee on Narcotics Abuse and Control 254 at his reques o 1 attended the first portion of the meeting, noted that discussions would be off the record and informal. Dalso referred to John Stein's testimony be1 the same Committee last spring. 2. Since the Committee does not retain or handle classified material, we kept the discussions to generalities. -- In collection and analysis, CIA is focused on strategic narcotics intelligence, meaning crop production, host government attitudes, and financial flows. -- Coordination in the Intelligence Community is improving, and agencies like DIA and NSA are doing more. 3. The discussion was very friendly. Carpentier may request a future briefing on the outlook for corp production and world trafficking routes.
