SUBJECT : Narcotics Warning Assessment
The following topics were discussed at the 21 July Warning Meeting.
1. Warning -- No narcotics related warning issues were identified.
II. Regional Developments_-- Burma
Jon Wiant of State reported that substantial allegations continue to be
received on high-level government involvement in narcotics trafficking.
DEA and CIA sources indicate that the military intelligence services, the
Navy, and the State Trading Corporation have facilitated trafficking both
within and outside of the country. Officials in Rangoon declined to
comment on the issue after discussions initiated by the US Ambassador.
The Deputy Minister of Home Affairs and the Police Inspector General have
requested more information on the allegations.
Mr. Wiant commented that the situation has become a major political and
substantive problem and that eight of 14 Cabinet members may be relieved
for corruption when the Council of Ministers meets next week.
III. Interagency Work
A. National Narcotics Border Interdiction System (NNBIS)
The NIO/Narcoti reported on the organizal9ls4d
and function of regional Centers of NNBIS, and discussed 25X1
their recent trip to the New York, New Orleans, and Long Beach
Centers. Mr. Gries identified four areas in which the Intelligence
Community can be of assistance in the effort against traffickers,

including collation, reporting formats, requirements, and trends
analysis. He emphasized NNIBS' need for more air surveillance
mission-time, and discussed the legal implications of EO 13222 for
Community participation in and support to NNIIS.
B. Production
The NIO/Narcotics commented on Estimates now in progress and led a
discussion on methods by which the Primer on Financial Flows
information can be produced as a SNIE. Seymour Boulton of the
Treasury Department termed such a project of great importance to
enforcement efforts because monitoring narco-dollar flow is becoming
an increasingly important method of dealing with illicit drugs in the
US.
