Chairman, National Intelligence Council SUBJECT . Weekly Report for 25-29 January 1982 I. DCI/DDCI Assigned Tasks 1. Six NIOs, Q of SOVA/DDI, and I again accompanied the DCI to the Hill in connection with his Worldwide Briefing presentations to the Senate Armed :Services Committee on 1 February and to the Senate Foreign Relations Committee on 4 February. 2,. Following the approval at NFIB on 2 February of the SNIE on-"yellow rain," Hans Heymann has been in continuous touch with Rick Burt's staff at State P/M on procedures for the SNIE's public release. II. Other Activities 3. Your Political-Military Advisory Panel met here on 4 and 5 February (including a dinner meeting with State and Defense officials attending) to discuss, Soviet strategy in the Middle East. 4. All the NIOs joined Dick Lehman in presenting the NIC's proposed estimates program for the balance of 1982 to NFIB at its 2 February meeting. 5. I participated in a seminar at Harvard on 2 February on intelligence and the policy process and discussed economic intelligence issues with members of the Harvard and MIT faculties. 7. Constantine Menges provided briefings on Central America requested by Ambassador Kirkpatrick, Ambassador Middendorf, and Dr. Ikle. Highlignts o e session are summarized in a separate memorandum to you. 9? Acting NI0/General Purpose Forces, hosted a briefing tor e y a IA-DIA team that recently completed a year-long study of Soviet ground force readiness. The team's provocative conclusions will be presented in an IIM now being drafted. 10. Charles Waterman also attended another Libya Working Group meeting at the White House and provided you with a memo on those deliberations prior to the 4 February NSC meeting. 11. I attended today's SIG meeting on preparations for sending the US mission to Europe to discuss sanctions on Poland. III. Future Activities 12. Gray Cowan and Constantine Menges will be briefing Senator Byrd on 10 February at the Senator's request on African and Latin American Henry S.
