MEMORANDUM FOR: All NIOs
I believe that it would be useful for the Director to receive from
:each.N]:O.a short memorandum expressing his views on the prospects for
1992 in his area. This Perspective on 1982 might include the ways cur-
rentpolitical, economic or military trends might develop, contingencies
.to`.be alert to, and alternative hypotheses to keep in mind. These memo-
randa should be 2-3 pages long.
In preparing them you might bear in mind a comment made to me by the
DRCI last week. He would like to receive material from us that could
.help guide the allocation of collection resources in the Community over
,the medium to longer run. We will be discussing various ways this need
might be met, but this Perspective on 1932 memo might provide a start.
