Chairman, National Intelligence Council SUBJECT Weekly Report for 1-5 March 1982 I. DCI/DDCI-Assiqned Tasks 12 March 1982 l.. I met with the DCI, Fred Ikle, and Tom Reed on 11 March to discuss strategy for the NSSD 1-82 project on national security strategy. (I am attending another meeting of the Interagency Review Group on the project tomorrow morning.) 2'. The Salvadoran SNIE, which the DCI has approved in draft, is being reviewed by NFIB Principals today for a telephonic concurrence by close of business. We hope to have the published document distributed to consumers on Monday morning. II. Other Activities 3. We have been involved in several meetings, including one at the SIG level, and in preparing papers in support of the Buckley mission to Europe next week. 4. I attended a Council on Foreign Relations dinner in New York -- the first of a series of such meetings on the Soviet internal situation -- at which the featured speaker was Zbigniew Brzezinski. 5. I also attended a session at the Georgetown Center with foreign area specialists from academia on the subject of how th- intelligence community might make better use of academic skills in its work. 6.,1 (Actin NIO/USSR-EE) g ) participated with DDI/SOVA yesterday in a meeting with Ambassador Hartman, who is on a one-week home visit from Moscow. 7. Charles Waterman NIO/NESAI hosted a session for NIC and DDI officers with an analyst who has developed a utility theory on measuring and predicting factors of stability and instability. He also briefed GAO staffers on the Arab-Israeli military balance and spoke to Dick Pipes' NSC working lunch group on Soviet-PLO relations. 9. Constantine Menges (NIO/LA) participated in putting together the high-level briefings of the press, congressional groups, and "the Wise People" that involved the DCI, the DDCI, and other senior government officers on the subject of the military buildup in Nicaragua. III. Future Activities 10. The NIOs, most of the AG, and the NIC front office will be joined by and several senior CIA alumni for our overnight conference on 16- March. We look forward to having the DCI as well as several distinguished visitors from other agencies join us for the late afternoon and evening portions of our program on 16 March. 11. Other interagency papers nearing completion include NIE 11-3/8, which is on NFIB's agenda for 23 March, the SNIE on Poland's prospects, and the re-done IIM on anti-US terrorism. Henry S.
