In brief, would you consent to ask NSA (in particular, if we could extend the tour of for approximately six months, so that he could draft a key Memo to Holders which wants him to do. The M/H (to NIE 13-4-80, China's Defense Po is and Armed Forces) will be the direct outgrowth of the detailed work has been doing in pointing out needed improvements in intelligence concerning Chinese strategic weapons developments. 2. We know of no drafter who would have his knowledge and enthusiasm for the chore. 0 has also been able to build up an informal alliance system with like-minded analysts in NSA, OIA, NPIC,'DIA, and to some extent, in the DDI. These personal ties will be very helpful in putting out a meaningful M/H -- in some cases overcoming a possible lack of enthusiasm on the part of analysts who have let themselves get somewhat locked into outdated positions. 4. It may be that broader considerations of CIA-NSA relationships dictate that we not try to keep and should let him go back.to NSA this October. If so o.k. But, if you feel as we do that the greater merit would be to keep on for six months or so, we would appreciate your informal intervention with F__1and NSA to help make this possible.
