West, Jr. Assistant Secretary for International Security Affairs Department of -Defense Room 4E808, Pentagon Washington, D.C. 20301 I would like to invite you to participate in a two day seminar on the Third World which the DCPs Intelligence Producers Council will sponsor on 21 and 22 October 1982. Tine seminar will meet at the Department of State, Washington, D.C., and I shall function as Chairman. The seminar offers the prospect of providing a forum for senior and analyst-level members of the Intelligence Community, executives from consumer agencies, and distinguished academicians to interact on questions pertaining to information needs on the Third World. A series of informative presentations will be interspersed with periods of panel discussion, all designed to provide a stimulating environment for the exchange of ideas on the Third World. I would be grateful if you could address the seminar on the first morning on your view of intelligence support on the Third World. I am also inviting Robert C. McFarlane, Deputy Assistant to the President for National Security Affairs, and Lionel Olmer, Under Secretary for International Trade, Department of Commerce, to present their views as well. Perhaps 30 minutes of presentation and 15 minutes of questions for each perspective would be ideal. The plan would have you take your turns at the podium following John McMahon's brief keynote address. Your participation would greatly enhance our efforts to understand current consumer views on the adequacy of information support on the Third World.
