I would like to invite you to participate in a two day seminar on the Third World
which the DCPs Intelligence Producers Council will sponsor on 21 and 22 October 1982.
7'he seminar will meet at the Department of State, Washington, D.C., and I shall function
as Chairman.
The seminar offers the prospect of providing a forum for senior and analyst-level
members of the Intelligence Community, executives from consumer agencies, and
distinguished academicians to interact on questions pertaining to information needs on
the Third World. A series of informative presentations will be interspersed with periods
of panel discussion, all designed to provide a stimulating environment for the exchange of
ideas on the Third World.
I would be grateful if you could address the seminar during the afternoon of 22
October on the subject of economic factors and trends in the Third World which drive
political decision making. If you agree, the presentation would last 30 minutes, followed
by a period of questions and discussion.
Your participation would greatly enhance our efforts to understand the problems
eve face in providing information on Third World matters. Please have a member of our
