Rowen Chairman, National Intelligence Council SUBJECT: Assistant NIO for Economics 1. I would like to call your attention to a NI taffing problem on which I hope you can help us. As you know, who was Assistant NIO for Economics, has been working for for the past two weeks. So far, we have been unable to find a qualified replacement. 2. To fill that position we need a high caliber person who is broad gauged, knowledgeable in economics, thoroughly familiar with CIA, sensitive to policy concerns, and able to deal with people at all levels effectively and diplomatically. The Assistant NIO for Economics has four main functions: (1) A monitoring and alert function--scanning a wide variety of raw and' finished intelligence and non-intelligence products so as to identify developments and issues worthy of special attention. (2) A staff function--working as assistant or alternate to the NIO for Economics in organizing interagency studies and other NIO activities. (3) A creative drafting functien--drafting memoranda, studies, or think pieces on international economic topics of particular importance and on ~ahich the NIC has a unique contribution to make. (4) A contact function--developing and maintaining personal contacts with policy-level officials, intelligence officials, and private sector experts. Obviously, some trade-offs among these functions will be necessary, but all must be performed at least competently. 3. In particular, they are far too narrow and do better in a structured environment than in one which is exceptionally unstructured. 4. We have considered looking outside CIA for a candidate, but decided against this because we believe it essential for the Assistant NIO for Economics to be familiar with the DDI, which is the principal source of economic intelligence. Knowledge of the Operations Directorate is also important and it is .improbable that an outsider will have that knowledge. 5. We need to fill this position promptly. Although we advertised for a rotational assignment of six months, we will also consider a one or two year assignment. Although there was once some question, it now seems clear that a longer term need for an NIO for Economics, and consequently for an Assistant NIO for Economics, will exist. 6. I realize how scarce top quality people of the sort I have described are, and that you must cope with many conflicting requirements,. for current intelligence, assessments, research, and training. However, I believe our requirement is one of those that deserves a high priority.. 7. I asked to give me a list of people in the DDI below 2sxi the SIS level who, in is opinion, would meet our needs, Most of these are GS-15s, and occupy important positions as deputy division chiefs or branch chiefs. We will also consider more junior people if they are excep-tionally well qualified. ~uture. Thank you. 8.
