on the covering letter for the copies going to the \Tite President,
Secretaries of State, Defense and Energy, the Special Assistant to
the President for National Security Affairs, the Director, OMB,
and the Chairman, PFIAB. (I am sending copies to selected sub-
cabinet officials.)

Herewith the Intelligence Community's just completed assess-
ment of trends in the spread of nuclear technology and weapons to
additional countries. The assessment, in the form of a comprehen-
sive National Intelligence Estimate, focusses on the increasing
difficulties in trying to slow this spread, and the consequent
threats to US interests that are likely to emerge.
Given the threat to US national security posed by nuclear
proliferation, the Intelligence Community has established the
highest priority for collect-ion and analysis of information on
the various issues comprising the proliferation topic. In the
future we will be focussing our efforts on specific countries and
issues of greatest proliferation concern and will update our
estimates as warranted.
